RSC Director Richard Giragosian returned as a guest for Germany's Deutsche Welle TV news to provide context for the 19 September Azerbaijani offensive targeting the Armenian population of Karabakh, with comments on the Azerbaijani objective to drive out the Armenians, the Russian inability to enforce the ceasefire and the broader escalation of Azerbaijan’s siege of Nagorno Karabakh.
